I spotted this Lexus with a Blue number plate - number - 0100 , any one know about this type of Thai number plate ..?

I believe these are embassy (non-diplomat) cars.

IIRC these cars are imported tax-free by the embassy staff

They are actually available for sale occasionally at reduced tax rates after a number of years although more likely they head off to the officers next posting.

If it is the Lexus LS 600HL, it's dam_n cool, a V8 with the power of a V12 and the fuel consumption of a V6!!
