You are required to obtain a Visa, prior to arrival in the kingdom of Thailand. Verify that your Passport is valid for more than 6 months and contact the Consular Section of the Royal Thai Embassy in your (or nearest) country. The Thai Ministry of Foreign Affairs web site is unclear and doesn't list Romania. http://www.mfa.go.th/web/12.php#Tourist It looks like she will need a visa prior to arrival.
