My parents, who will be married for 60 years comes Friday, moved to Thailand three months ago, each with an extended stay retirement visa issued by the Thai consulate in NYC. I would like to know whether they will need THB 800,000 EACH for the renewals in nine months, or whether one such amount suffices.

No it will not be required. Your father can get the retirement extension and then your mother can get can an extension as his spouse.

Won't that mean she would need to do visa runs every three months?

No she will get a 1 year extension of stay. See info in police order that I added as an edit while you were posting your reply.

ubonjoe is correct. Your mother can piggy back her retirement visa off your dads. Then all she will have to do is do a 90 day report of residency every 90 days just like your dad.
