3 out of 4 internet cables between the middle east and Europe have been severed. The three lines accounted for 90% of traffic on that route. The Article says Singapore will be affected, which means Thailand will be affected too.

Which explains why I am seeing very bad speeds to European sites.

It's not in the article, but I would expect some sort of ripple effect on all connections. As traffic to Europe is routed via alternative lines, the alternative lines also clog up. The wonders of the internet! :o

Fix is targeted for December 31.
