a Friend of me entered Thailand recently on a 3 Month Non-Immigrant Visa -

now we would like to travel to Cambodia or Laos

is it possible to apply for a ( multible ? ) Re-Entry Permit at the local Immigration Office?

He can get a re-entry permit that will allow him to leave and re-enter until his permit to stay ends.

He can get a single for 1000 baht or a multiple for 3800 baht.

Yes. It only keeps his stay until date alive. It does not give extra days.
