I got a 2 months tourist visa from Vientiane mid October and then afterwards I got one more month in Pattaya. Mid january 2009 I flew in and out og Phnom Penh and got 1 months VOA. Now mid february im not sure what to do. Can i go to PP or Vientiane and apply for 2 months tourist visa or should I leave the country and fly in to get a VOA.

What you have is a visa exemot entry, not a Visa on Arrival.

Yes, you can go to PP or Vientiane (Laos) to get a double entry tourist visa. There is no limitation as to the number of times you can apply.
