Our estate is forming a committee to manage the development - we pay maintenance monthly - if they want residents to pay yearly up front do we have to comply? i.e. can they insist on this.

If its in the constitution and a majority have vted 'yes' and if the committe is/beomes a juristic entity then the answer is 'yes'.

Get used to it and pay up or change the constitution.
