Quoting Deputy Prime Minister Suthep a newspaper says:

My question concerns ". . . . .". Should these words be 1.

If the answer is "2", the sentence might mean,

"The government will not treat political issues as so important that they overwhelm our ability to solve our economic problems."

If the answer is "1", then the first part of the sentence might be, "The government will not overly emphasize political issues . . ." but then I am unable to integrate the remainder of the sentence.

Any thoughts as to how this sentence might be parsed? Thanks.

When I first saw this title, I thought that you might have been having a ตาก ลม - ตา กลม type of issue, but I see that you already thought of that. จน มา กลบ is the correct 'segmentation'. กลบ is often used in this sense to convey the idea of one issue covering up or stealing attention from another.

The Government will not place so much importance on politics that it detracts from the issue of our need to work to solve economic problems.

A bit unwieldy, I know. Rephrasing,

The Government will not allow political issues to overshadow our need to address economic problems.
