Yes, The enbassies act for their own fellow countrymen as a notary abroad. They have the same legal status and are this way official legalised and recognised by (Thai) authorities to act like a notary. I just had my own copy of my passport legalised by my embassy. I assume your country also will has its own website which will confirm my remark.
