I understand the พี่น้อง part is meant affectionately as brothers and sisters. But why does he throw in พี่เขย? Doesn't this mean brother in law? Why does he chose that particular relation?

I've asked the missus and she reckons it's to create the atmosphere of one big family (indeed, brothers, sisters and in-laws).

Does he say it as a "doubled" phrase? Like, พี่น้องพี่เขย ?

If so, it's also a stylistic thing -- Thai has a ton of phrases of this type, with the pattern ABAC. So it wouldn't need to be taken literally as only siblings and brothers-in-law -- it would give the sense of an all-inclusive family.

กินข้าวกินปลา (don't have to literally eat fish), หมดเนื้อหมดตัว, หยิบเล็กหยิบน้อย, and thousands more..
