Shop houses usually are like townhouses. You buy the land with the building. Since this is the case, it is treated the same as a house on land. You may be able to lease the land and buy the building but again that would not be any different than single houses on land.

I think it applies across the board. A foreigner cannot own land of any size in LOS. It can be leased. And the structure can be owned.
