Can anyone help.

My understanding is that you need a visa other than a tourist visa to purchase and own a vehicle in Thailand.

I purchased a condo 3 years ago and use it on a regular basis.

I'd like to purchase a vehicle under my own name. I have tried to gain a Non Im O visa without success.

Does anyone know the exact rules and how I might succeed in not only being a condo owner, but a vehicle owner as well.

Yep, you should have either a work permit or non-immigrant visa to register a car and get a drivers license. If you happen to be from the UK or EU, Hull seems to regularly issue non-immigrant visas to almost anyone. Houston, Texas performs a similar service as does Perth, Australia. Pick one up before your next trip over.

not true, my car is in my name and bought in while being on a tourist visa.

Mixed reports on buying a car with a tourist visa in this topic about buying a bike but several say they did it including a car.

You will need a certificate of residence to buy it. You can get this from your embassy.

As far as I know you cannot get a Thai Driving License with a Tourist Visa. No doubt someone will say differently but it is not the norm.

NEver bothered to apply for a Thai driver's license but I definitely bought my car and had it registered in my name on a TR visa.

AFAIK, there are 2 sets of requirements, one is for registering a vehicle and the other is for applying for a Thai drivers license.

Immigration will happily give you a certificate of residence on a tourist visa for the purpose of buying a vehicle.

If you apply for the same paper with as purpose getting a drivers license, then they will require you hold a non immigrant visa of any type.

The paper states for which purpose it is, so you can't get a drivers license with a residence paper issued for registering a vehicle.

You will have to prove your address in some way, and immigration will be very reluctant to give the residence paper on a hotel address. However when you can prove a proper address (i.e. condo ownership, rental contract on a condo or house etc) they will normally oblige.
