I have a letter from them Department Land Transport Surathani Provincial Land Transport Office Surathani. Which I guess might get the post delivered. But the best, and possibly only, method is to go there yourself. First stop: Immigration, also in the town, to get your proof of address. They require a copy of the "Tabian Baan" where you live, a copy of the house owner's ID card, a copy of your non-imm visa (I had the impression a tourist visa would not have been accepted, but who knows? TIT), a couple of photos and, from memory, 200 Baht for the letter. This takes maybe an hour or so. Then off to the Land Transport Who want the bike's green book, a copy of your visa/passport, the transfer document from the seller and the authorisation form so that the seller does not need to turn up as well, a copy of the sellers ID card will also be required, and naturally the letter from immigration. Both offices are located in Surathani Town (stating the obvious) and is easy to find, just ask at a motorcycle shop...
