does anyone know if thai immigration checks to see if a foreign worker has paid taxes before they exit the country? my friends have worked in thailand for one year and are about to leave the country and are wondering if they are required to show proof of taxes paid.

No, immigration stopped checking taxes upon departure years ago. Used to be anybody in country for more than 90 days a year had to produce a tax clearance.
