Hope you can help.

I'm coming from the USA. I understand that a Visa Upon Arrival is normally issued for 30 days. I plan on staying in thailand for 28 days, then to Philippines for 10 days and returning to thailand for another 30 days. Would I be eligible for a visa upon arrival again once I return from the PI?

It is not a visa on arrival. A visa on arrival is only good for 15 days and you don't qualify for it.

You will get a 30 day visa exempt entry when you arrive. There is no limit on the number of entries you can make or the period of time you have to be out of the country between those entries.

As long as you have an onward or return ticket out of the country each time to show the airline when you check in when you travel to here. You will not have a problem.

That rule was revoked November of last year. At that time they also changed the rules to where youi only get 15 days on entry at a land border crossing.
