In Penang exchange shop are everywhere with very good rate, never saw rates for buy and sell so close.

In thailand the spread is 10 times, remember to change back before leaving.

The Exchange booth in the Prangin mall about 4 blocks from The Bannana lodge on Chulia street on Penang island which is where

you'll probably be staying while probably waiting for your tourist visa. The shops on Chulia street are worse and that guy at the north end of the street

(Penang road) will rip you off for 20% But on holidays he's the only one open.

Best to take you're Ringget out of an ATM (try the CIMB bank in the Prangin mall) That's by far the best way.
