Does anyone know what agency is accepted by Royal Thai Consulate-General for your criminal record report? States record issued from the country of nationality or residence,would local police dept be excepted?? US residency Thanks

You need to ask your Consulate that question but believe a local police report is normally accepted for the OA visa process.

I got one from the local Sheriff Dept and it was good enough.
