Can Not Connect To Any Cheap Prefix-number

I have a TOT - TRUE Line in the house I moved in lately......I can not use any cheap prefix for international calls like 007 or other and I cannot get connected to any internet provider other than TRUE. when I call the 007 or for example 1222 for internet connection with JInet or KSC (I bought the prepaid Cards) , I always have to listen to "the number you have dialed does not exist". Is it possible that the owner of the house has blocked these cheap numbers ? Or do I have to apply for anything at the TOT / TRUE office ? Or, most likely, am I just damned stupid ?
