Almost everyday I've seen these patchy white spray painted circles but can't make out their shape, that have a bit of Thai writing next to them. Back in the West we would say they are police markings after an accident. Same thing here?

Yes - exactly the same here, the writing next to the marking is usually the Registration Number of the vehicle.
