Can anyone tell me if there is a lifetime visa for someone who is married to a thai but she is now an american citizen. How much does this cost? Where do i obtain it?

You can come and live here with your Thai wife.

Get a job and pay tax.

After 3 years you can apply for a residence permit, which is admittedly difficult to get.

That is the closest you will get to a life time visa.

Just because your wife has aquired an American Passport, doesn't mean that she has relinquished her Tha nationality.

She is still a Thai by citizenship as well and she should contact the Thai emabssy in DC and get her Thai PP renewed.

You can then start the process of obtaining a non-immigrant O visa based on a marriage to a Thai natoinal. Others in this foeum are more qualified to answer that part of the process than I.
