Ive been getting this error just recently and very frequently - -

"This Page Cannot Be Displayed

Internet access is not available without proper licensing of the security device.

Please contact your corporate network administrator and provide the code shown below.

Note: To access the management interface of the security device, enter the configured IP address with port 8080.

Notification codes: (1, PROXY_UNLICENSED)"

Anyone got any ideas about this please? google searched it and found a forum that said if you live in Thailand this has been popping up

several times

Funny, how a Google search only displays results from Thailand... This alone demonstrates just how poor and ill-equipped some Thai ISPs really are.
