Can anyone explain ขจัดภัยคูกความหลัก - the controversial sentence in the leaked Foreign Ministry document?

I'm OK with ขจัดภัย but can't make head nor tail of what follows.

First thought is that it should be ภัยคุกคาม meaning "threat". Does that get you the rest of the way?

As aanon says in the Thai press it's reported as ขจัดภัยคุกคามหลัก, maybe something like 'get rid of the principle threat'. I haven't been following the story but presumably they mean Thaksin.

What do you think? Is this rendering reasonable?
