How are you getting .001 cent per message? Skype website shows .072 cent per message which is about 2 baht per message. Do I need to sign up for a special SMS package with Skype? Thanks..

Skype International rates

Ski_Goong, once you have installed Skype and got money on your account, you are ready to go.

You will need to add your own cell number in Skype, for people to be able to answer you.
