Family Visitor Or Tourist Visa For Uk Wedding Invite

My fiance and I are getting married at the end of April in the UK. He is thai and here on a UK fiance settlement visa (thanks for all the advice we were given on this forum, before we applied). We would really like my fiance's brother, who is also thai but living and working in sweden to come to the wedding to be the best man at the ceremony. Can anyone advise whether we should apply for a tourist visa or a family visitor visa I am a little confused as I will be the one sponsoring him and technically he is not yet family.

Does anyone feel that one type of application is more likely to be successful than another?

We have all the proof of the wedding is due to take place at the end of April, proof that I have met his brother many times, my bank statements, a letter from his employer in Sweden stating that he is due back at work after the wedding, his pay slips, proof of accommodation. Are we missing anything.

From the info on the VAF1B Family Visit Visa form:

"Definition of a family member

A “member of the applicant’s family” is any of the following persons

(a) the applicant’s spouse, father, mother, son, daughter, grandfather,

grandmother, grandson, granddaughter, brother, sister, uncle,

aunt, nephew, niece or first cousin; (NB: “first cousin” means, in

relation to a person, the son or daughter of his uncle or aunt);"

The applicant is coming to see his bro get spliced. It's a family visit.
