Should I go for Internet by TrueOnline or TOT?

Talking about 8 MB in Bangkok... True is just a little bit more expensive..

Any recommendations/experiences?

Talk to your neighbors and find out what they are using and go with the ISP that gives the least problem. Don't listen to some one that lives across town, the infrastructure can be entirely different and give different results.

I don't think you will have a choice if you are going to use an existing telephone line.

I tried to get MaxNet but when I went to ToT to try and arrange this they said it was not possible as my telephone line was part of True concession (although bill says ToT)

However. the True ADSL modem I had installed works fine, except for occasional slowness during peak usage periods. This is in lower Sukhumvit area.

I live in the Ramkhamhaeng area near Min Buri and I used to have True "High"-speed and nothing but problems and no competent assistance from True. Every time it rained the Internet was down for hours, on week-end a trickle of bits only etc...

True told me to change the wiring in my house, which I did .. to no avail. They told me to change to connection box outside, which I did ... to no avail... Fed up finally I switched to TOT. They had a selling booth in my Moo Baan and my Missus immediately subscribed to a 8 MbS abo.

The next day the technicians showed up, drew a new cable to the house, put the connecting box inside the house and ever since I have around 7Mbs down and no more problems when it rains.

Now I realize this may depend on the neighborhood, but for me the switch to TOT was only positive.
