I hope I picked the right sub - forum for this question.

In short: On my travels in Thailand I have noticed that (especially in the western part) the hilly or mountainous aereas where rice cultivation is not possible, the landscape consists mostly of "Djungle". For the most part, are those "Djungle" hills and mountains privately owned or due to the fact that basically "unfit for agriculture" Gouvernement - Land"?

In our area people go in and clear an area, to stake a claim. Everyone knows who has laid claim to which plot of land. It is not formal or even legal most of the time. Everyone knows however that every once in a while the authorities will give an amnesty to those already there, but will forbid any further encroachment. That scenario has been repeated so many times that people act as if it is legal to clear the forest and hills. No consequences, no problem.
