The topic title says it all.

I assume because Thailand is a member of the International Postal Union, then IRCs must be accepted at Thai post offices as payment for stamps

Does anyone know for sure?

And yes, I could jump in the car and drive to the post office and try to explain what an IRC is in Thai, but sometimes it's easier to ask here

As far as I know, yes they are valid tender. One IRC can be used to pay for postage for one international standard letter.
