My wife will be arriving on a VOA in July. Being Chinese, she can only get a 15 day entry. We were thinking about doing a run to a Thai embassy in a neighboring country (Myanmar or Laos)and then flying back in. But, someone I talked to said they thought a Chinese citizen can only get a Thai visa in China. On the website, the MFA only says:

7. ADDITIONAL REQUIREMENTS (FOR TOURIST VISA)

Nationals of certain countries are required to apply for a visa only at the Thai Embassy or Consulate-General in their home/residence country or at the designated Thai Embassy.

Does anyone know if a Chinese citizen can get a thai tourist visa in a different country?

Nope, only in China unless they have a company/business in another country. Too many chinese enter thailand and never are to be seen again..that's why they have the exemption..
