My wife must renew her Thai Passport. She has a US 10 visa with 5 years remaining in the expiring Thai passport.

ACS (American Citizen Services) at the US Embassy tells me that she only needs to carry her expired Thai passport

with the US Visa to show when traveling to the US. This explanation seems open to problems to me.

Any comments on the proper procedure for transferring the literal US Visa to a new Thai passport would be greatly

appreciated.

Agree. Visas are not transferable must cary old passport with new.

As mentioned, carry both passports, not a problem. Wasn't a problem for us in 2008.
