As far as I know, in Thailand these are issued at the same place as you get the normal license, at least in Bangkok.

You need a valid license, photos, and I think you must have had your normal license for at least a year.

Here is a link from the Land Transport Office in Phuket describing how to get an International License if you are a farang with a Thai license, expect it would be similar (but different) for a Thai. Look at the bottomof the page.

Last year I took my wife to lawyer to obtain an International Driving Licence. (Thinking the lawyer woud know how to get it) It was to cost 5000 Baht. This included the Lawyers fee. She went back two days after and was told she could not get one as she had ony past her test for a couple of month. Thai law apparently states that a Thai must hold a full driving licence for one year before they can obtain an International Licence. You will probably be able to get one in BKK for about 1500 Baht. However, if you look at the DVLC web page regard to visitors licences you will see that they can drive for up to one year in the UK with a Thai licence. I assume it will be similar in other countries.
