What is a pot meter ? หม้อมิเตอร์ I assume it’s the meters

on the poles that measure the amount of electricity

I've been hearing "paet ping" a lot lately, which I think is an emergency shelter. Would anyone know how to spell that in Thai?

I can't find it in the dictionaries.
