This is the situation:

Husband has 1 year ED Visa that will shortly expire..

Wife has O Visa as his dependant.

Wife now wished to study.. and husband be dependant.

Will they have to go to a Consulate and get new paperwork or can they change status here?

Husband will most likely have to obtain a non immigrant O visa after wife obtains one year extension of stay (visa entry does not permit issue of dependent stay) but they can give it a try and see what immigration says.
