So a question has arisen where a re-entry permit is required, but said person is not in nor near Bangkok.

The person is around Udon Thani and Nong Khai area and would need to cross into Laos and then back again a day or so later.

Not wishing to go through the hassle of applying for a new visa, what are the options to obtain a re-entry permit in or near Udon Thai and/or Nong Khai?

Same day, same hour, even 5-10 minutes, depending on the crowd. However, could be a problem is Udorn or Nong Khai are not the individual's "home" Immigration office. Usually you need to do Re-Entry Permits, even 90-day reports, at the Immigration office where you obtained the extension of your visa.

If this is not the case, smile a lot, grovel a bit....
