Two troops injured in Narathiwat explosion

Narathiwat - Two troops were injured Thursday when insurgents detonated a roadside bomb to ambush a patrol unit in this southern border province.

The explosion occurred at 10:30 am on the Si Sa Khon-Peeloh Road in Tambon Sakor of Si Sa Khon district.

Police said insurgents used a mobile phone to detonate the bomb when five troops on a pick-up truck arrived at the spot. The troops were patrolling the road.

Morchit bus terminal may be moved to Suvarnabhumi

The Morchit Bus Terminal may be moved from Chatuchak to the Suvarnabhumi International Airport if the roads around the terminal are flooded, Wutthichart Kalayanamitr, the managing director of the Transport Company, said Thursday.

So far, the situation does not warrant the relocation of the bus terminal but the terminal management has planned a contingency measure by looking for a new location.

He said the Suvarnabhumi airport is the most suitable location and the management will consider the situation on the case-by-case basis.

Subway services continue

Subway services are still available at all 18 stations, Ronachit Yaemsa-ard, caretaker governor of the Mass Rapid Authority of Thailand said Thursday.

Ronachit said the services continued although several spots on Ratchadapisek Road have been flooded.

He said the flooding prompted the elevator for the disabled at the Ratchadapisek station to be closed.

Bang Chan Industrial Estate on full alert for possible flooding

BANGKOK, Nov 3 - Bang Chan Industrial Estate in the capital’s Min Buri district is prepared to respond to flooding as Khlong Saen Saep which runs alongside rose slightly on Thursday, according to Suparb Kleekajai, as assistant to the minister of industry.

The water in Khlong Saen Saep has risen slightly to 0.68 metres above mean sea level, still much lower than the level of the industrial estate’s 2.10 metre dyke, he said.

According to latest reports, water which flowed from underground drains and sewers opposite the Saha Union factory on Wednesday, has dispersed.

Bang Chan Industrial Estate is at risk of possible flooding after the Khlong Sam Wa sluice gate was lifted to one metre high as demanded by local residents. Parts of the Khlong Sam Wa sluice gate, located upstream, were destroyed by residents in a bid to release water from their submerged neighbourhood.

However, the authorities repaired the damaged dykes on Wednesday night.

The Bang Chan Industrial Estate is divided into six zones and each plant has a reinforced or raised dyke outside its facility to over 2.10 metres. It houses 93 factories with the total workforce of 13,844 persons.

Mr Suparb said the water level in Khlong Saen Saep, next to the industrial estate must be closely monitored. Bang Chan will be able to handle the situation, he said, if the water in Khlong Saen Saep does not overflow into the facility.

The Wanthai Food Industry factory, for example, has raised its dyke to 2.50m from 2.10m and reinforced its sand embankment. So far there has been no overflow into the factory.

Wanthai has cut its production capacity to 70-80 per cent of full capacity -- about three million packs of instant noodle and suspended night shift works for the safety of workers, according to Seri Wilaiwan, an executive board member, who said his company’s management acted after Min Buri district warned that the inflow of water into the district could be as high as 2.5-3m.

About 20 per cent of the company’s 1,100 workers have stopped working. The firm is facing a problem in with transportation to flood-hit areas and its distribution centre in Pathum Thani, is under water. (MCOT online

Plan to Salvage Saharattana Nakhon Industrial Estate

The government's industrial estate rehabilitation working group has come up with a plan on how it will salvage the flooded Saharattana Nakhon Industrial Estate in Ayutthaya Province.

Officials said water will be drained out into canals and rivers in a 30,000 rai area which covers the industrial estate and farmland in the next few days.

Once the industrial park's flood wall can be seen, efforts to drain water will be concentrated on the park as it is an easier task with the estate taking up a small area.

The Saharattana Nakhon Industrial Estate has a total of 46 plans and hires 10,000 employees. Most firms there are either Japanese or European and they've promised not to lay off any workers.

Central Bank Concerned about Post-flood Unemployment

The Bank of Thailand has expressed concern about household debt problems should people lose their jobs and earn less income after the floods.

It is urging commercial banks to assist debtors to prevent defaults.

Bank of Thailand Governor Prasarn Trairatworakul said jobless claims could rise should companies decide to lay off workers due to flooding.

He said that the government will need to prepare measures to help those who lose their jobs.

Thailand's unemployment rate was less than one percent prior to the flooding, which is very low.

Prasarn said the central bank is gathering information about the extent of the damage to assets in the industrial sector and it will be able to come up with exact figures after floods recede.

He admitted that the figures could be high while incomes from the business sector and individuals will be affected, which will lead to a decline in economic activity and consumption.

Prasarn said it is hard to estimate how much the floods will impact lending because the business sector and the public are still working hard to get back on their feet.

Some of them may need to postpone debt repayment because of the difficulty of travel.

The central bank governor added that he has instructed commercial banks to help and take care of debtors in every possible way to prevent defaults.

He also expressed confidence that current assistance measures, such as debt deferment and reduction in repayment amounts and interest charges, and providing soft loans, are appropriate and adequate.
