Dissatisfaction with Thai govt performance may lead to riots, opposition warns

On the second day of the 2012 budget debate Thursday, the opposition warned the government that people, frustrated by the mismanagement of the flood crisis, might start rioting.

The opposition leaders also pointed out that the funds allocated for flood recovery were inadequate.

Democrat MP Wittaya Kaewparadai warned the government that people might take the law into their own hands, especially since many believe that politicians and state officials are lining their own pockets with donations.

After the 1995 floods, people in the South burned down the city hall because they believed the provincial governor was keeping donations to himself, he said, adding that he was concerned about the lack of transparency of the Bt120billion rehabilitation plan.

Deputy Prime Minister Chalerm Yoobamrung on Thursday reiterated the transparency of budget allocation, quashing the criticisms that the government leaves open details of some spending projects for own benefits.

In his address to Parliament on behalf of Prime Minister Yingluck Shinawatra, he directly referred to the Bt120 billion rehabilitation budget as well as the Bt66 billion emergency budget. On the absence of spending details, he said the sums are roughly allocated according to possible damage. Details of the spending projects could not be presented as there is not yet conclusion of the damage.

"The government cannot allocate the Bt120 billion budget, without consent from the (newly-established) four committees. Once the Cabinet approves any spending scheme, details would be submitted to the Budget Bureau, the Finance Ministry and the Comptroller General’s Office for accountability. Should you find any trace of corruption, you can file a motion for no-confidence debate," he said.

The parliamentary debate on the Budget Bill on Thursday was focused on the flood crisis. The government was bombarded of failure in containing the situation.

Trying to promote antagonism between the military and the new government and a resultant coup has not worked out very well. Now it is time to promote riots ? I've neverseen riots in knee deep water .

How about trying working together just a little -- somebody please -- there does seem to be a little bit of a crisis right now !

It seems that it is very hard to work together when comes to Power, Money and politics and greeds. This is also true in west

Beside we would not have the Issue with Red Shirt and Army if these people were capable of working together

One side forecasts coup, the other riots, arguing about a budget for rehab of the flood area and its still flooded, it would appear that the whole lot of them are sinking down to the level of the lowest of their peers. What this country may need is something similar to the old witch hunts/trials, but go after politicians. Doubt that many would be found innocent of whatever transgression they were accused of. There are several who deserve a 'well done' sentence.

The procedure to go through to allocate much needed funtds takes bureacracy to a new level i am in ayutthaya and desperate families are trying to get the 5000bht per household so they can buy food and try restore their homes but gov offices are closed .Government officials should be out there with the cash to give but no the thai people are let down by a so called poor peoples government,its scandalous

Chalerm's son shot dead someone at a nightclub, then fled to Cambodia. Whenever asked about his son, he threatens people not to bring the subject up...Saw him once in a hotel in Phitsanuloke trying to act all cool and trying to look like a bigshot <_<

Agreed - But worst still and the missus when nuts over this last night - On Thai news it was reported that only households which have been fully flooded for 7 days or more in districts declared as flooded will be eligible for the full 5'000.

Nice little caveat which the PM and her government failed to promote to the general public.

Face facts Thailand is full of corruption and until the Thais get rid of that and many other bad practices nothing will change, smile and nod your head then move along. Of course its all jolly good fun until it happens to YOU.

The Thai media discussion was talking about how since she's flubbed a number of prepared and scripted addresses to the people recently and that her public speeches will be further curtailed.

We'll see.

Dissatisfaction with both parties is apparent. The riots will be against both parties which promote corruptive gains.

How about taking a time out and have some concern of the flood displaced families who are swelling the death tolls of the great flood.

Politics better get lost quick or the politicians could be the next of those who whoosh and are gone in the great flood of 2011.

I lived in Vietnam for over 10 years, and while it is no secret that the Communist authorities in VN are soulless, brutal thugs, they would never have permitted a flood situation to descend into such an absurd public farce as we are seeing here.

First, they would have mobilised the entire armed forces.

Second, they would have declared martial law, so that, for example, any hobbledehoy who started messing around with flood defences could be shot on the spot for endangering national security

Third, if necessary, they would have blasted huge deep channels to divert water away from industrial areas, airports, urban areas and so on, and into agricultural areas occupied by peasants, blowing up a Catholic church or two if they happened to be in the way.

Fourth, they would have called loudly for, and instantly accepted any foreign help going -- cash preferred, but helicopters and boats would do.

Fifth, they would only screen nightly programs showing solidarity, unity, victory in the national struggle and the mutual love between people and Party. No bickering between officials whatsoever, and no interviewing whinging locals.

Bottom line -- what kind of country do you want to live in?

As to the first and second points, the Vietnamese Government has the advantage of actually being in charge of, not in competition with, their armed forces.
