All of the internationally-owned ad agencies in Bangkok would have decent talent. Some of the locally-owned ones as well. If you need someone in town, there is a media agency located in the same building as the Empire Residence, behind the Lotus Tesco on Nimmanhaemin. I don't know what they do there, and they might not be able to help you, but they may be able to point you in the right direction.

I don't know exactly what you need. When I need artwork done I have it done at Bahn Tawai (spelling?) south of town on the road to Hang Dong. Their shop is hard to find but if you want to PM me and I can give you a Thai contact who lives very nearby there. She speaks English quite well and she can guide you to the shop. She will expect a tip so discuss with her in advance. The shop owner (not always there) speaks English well, too.

You will likely find freelancers all over the world with a google search, but that will only help you if you can communicate your needs via phone/email.

I happen to know an excellent one; Dutch chap who does a stirling job every time. Just PM me and I'll send you his contact info. He's located in Bangkok.
