Does Thailand's mail service offer a similar recorded delivery service?

Thailand Post offers EMS from most post offices. Prices are up there with the courier services, but for a passport that's not a problem. You can track your package as it makes its way to Hongkong.

    Assuming it's a UK passport you are renewing, you don't send your actual passport to HK, read the special instructions for Thailand.

    As noted above EMS is your best option and it's available everywhere :)
