BANGKOK: -- Countries in the Asia Pacific will require an investment of about US$40 billion (Bt1.226 trillion) annually till 2050 - a period of nearly four decades - to neutralise the impacts of climate change. And that is many times the amount of available funds, the Asian Development Bank (ADB) has said.

"In contrast, estimates for 2009-2010 indicated that only $4.4 billion was available for adaptation activities globally," said Bindu Lohani, the ADB's vice-president for knowledge management and sustainable development.

Lohani said it was likely that climate change would increase the frequency and intensity of climate-related disasters such as floods, droughts and tropical storms - to which Asia and the Pacific are already exceptionally vulnerable. This would result in escalating costs of both disaster-risk management and post-disaster relief and reconstruction.

The ADB's experience to date suggests that the additional costs of managing climate-related risks to infrastructure range from around 5-15 per cent of baseline investment costs of $48 billion; and in fact exceeded 20 per cent on several recent road transport projects.

"We see that billions would be required, to 'climate proof' ADB's programmed investments alone," he said.

Although developed countries had agreed to mobilise up to $100 billion a year by 2020 for mitigation and adaptation, this impressive figure was likely to be insufficient to match the region's needs if countries in the Asia-Pacific want to go beyond adaptation toward increased resilience. And, as emphasised at Cancun and Durban, adaptation funds needed to be predictable and sustainable as well.

It was imperative that adaptation funds were used strategically. The most beneficial uses must be identified, and a framework of governance established that responds to the needs of the most vulnerable, who must be given a strong voice in defining their own needs and priorities. Such a framework must be country-led and country-owned, inclusive, transparent and accountable, Lohani said.

The Green Climate Fund promised to be truly responsive to the needs of those most deserving of support for critical adaptation tasks and resilience building.

"To make this happen, we must ensure that we get the money and the governance right. We must also ensure that the recipient countries possess the required capacity to manage, allocate, spend and monitor these resources. And we must ensure that the full scope of activities that build the resilience of the vulnerable will be eligible for grant finance through the fund," he said.

The ADB called on Asian nations to accelerate efforts to adapt to the impacts of climate change. Resources currently available to "climate proof" roads, sewers, bridges and pipelines were grossly inadequate. More was needed to improve data collection, early warning systems and other activities vital for resilient societies.

Thailand is seeking to borrow Bt350 billion to finance flood-management projects, expected to be revealed next month. It also transferred debts held by the Financial Institutions Development Fund from the Finance Ministry to the central bank, to boost its debt-service ratio. Meanwhile, a Bt300-billion soft loan programme is now ready, but it aims to help SMEs and individual flood victims, not to finance infrastructure investment.

In 2011, the ADB approved a record 59 projects supporting environmental sustainability, which amounted to about $7 billion in financing. In 2012, it is seeking to mobilise significant funds for climate adaptation to help close regional gaps in knowledge, capacity and finance.

Lohani is in Bangkok to attend the Second Asia-Pacific Climate Change Adaptation Forum. Joining the two-day event are several environmental agencies - the Adaptation Knowledge Platform, Asia-Pacific Adaptation Network, the ADB and the Stockholm Environment Institute.

The event was held after several countries in the Asia-Pacific experienced devastating natural disasters over the past year such as the huge flood in Thailand and the earthquake and massive tsunami in Japan.

About 800 people including government officials, policy makers, business leaders, economists and civil society reps from 50 countries around the world are here to try to boost adaptation to climate change and extreme weather.

The current global warming hysteria is about raising tax, diverting money towards big corporataions and controlling every aspect of our lives. It is nothing to do with saving the environment.

We've already seen the carbon tax start to be introduced in Australia.

How long before we all get a carbon card to track and limit our carbon usage?

There is now a research paper which suggests 'human modification' to produce smaller babies (less carbon footprint), a pill to nauseate people when they eat meat and encourage vegetarianism (less carbon footprint), and drugs to increase our empathetic response, so that we are nicer to everyone else, and of course, nicer to beloved Gaia.

Eugenics returns, under a green cloak. Truly chilling.

The usual parasites turn up to discuss spending other people's money on a non-problem -- the UN, major banks and finance houses, NGOs and Greenies, totalitarian leftists, government-funded scientists, academia, renewables corporations, mainstream news media.

These are people who have no value whatsoever in the free market, and so they prefer the methods of government, namely politics and coercion, rather than the voluntary transactions of the marketplace — especially when it comes to setting their own remuneration.

This "regulating class" of people promotes the dual beliefs that the “problem” of global warming is very scary and that it is caused by human emissions of CO2. The only solution they offer just happens to be complete regulation of the whole world’s economy by … the regulating class, of course. “Enlightened” self-interest doesn’t come any bigger than this.

It is one of the oldest scams in human history: witchdoctors go to the rulers and say “the Gods are angry, there will be (more) catastrophes … we know how to appease the Gods, but it will cost you.”

And when they start talking about earthquakes and tsunamis in the context of climate change adaptation, you know you've got a 24-carat Class A moron on your hands.

The mongrels and maladroit crowd are trying to control the Sun's effects on our planet when they cannot eliminate the Chiang Mai "haze", the palpable pollution from factories and motor vehicles in Beijing and... a favorite activity in Asia: burn everything, from leaves, remnants of crops and rubbish.

Where will that money come from?

Corruption has been elevated to an art form in this part of the world. Global warming has now been relabeled Climate change... a very convenient name change from the usual suspects to instill fear and become richer.

Climate sceptics had better get their arguments up to date. Todays news from that famous climate scientist, Rick Santorum says that anyone who subscribes to climate science are "Pseudo-Religion", lets face it mongrel and maladroit is a bit crude even for the conservatives.

Previously Santorum has called climate science "beuitifully concocted scheme" and just another way for Democrats to create "a system that forces you to do what they think you should do". His latest column invokes a culture war scenario.

I'm just suprised anyone believes this pap.

No warming for 17 years. Sea levels falling. Sunspot cycle 24 showing serious cooling in the next few years.

It's good to see that many here have the good sense to see that the "climate change" and "global warming" crowd are pure con-artist/scams. Earth Day was started to raise awareness of a coming ice age. The whole "global warming" scare has been nothing but a control-scam. The earth isn't warming. It goes through cycles. It was "warmer" during WWII than it is now. It's all about control. Don't buy into the scam/con-game.

You're almost correct.. The money is being diverted to the government, Local, State, Country and UN. The corporations are just the vehicle to collection, and they get to make a little profit for handling the money exchange.

Corporations don't pay taxes, they have to raise the price of their goods to pay the taxes.. Its the end user who pays the taxes.

And a VAT is the most insidious form of taxation. Worse than "withholding" used to steal your money bit by bit from your paycheck, rather than you writing the check at the end of the year and feeling the pain of government.

Classic logical fallacy here - guilt by association.

Pick a unsavory character who happens to doubt the AGW theory, like the slimy glove puppet Santorum and hey presto you can discredit everyone else who happens to be a climate skeptic.

Santorum his steak done rare, so by your logic everyone else who likes their steak done rare is a right wing bastard.

Is that really the best the warmists can come up with?
