Thaksin's sister defuses internal Pheu Thai conflicts

BANGKOK: -- Yaowapha Wongsawat, a sister of former prime minister Thaksin Shinawatra, has asked a Pheu Thai MP to stop campaigning against Pheu Thai's Social Development and Human Security Minister Santi Prompat.

A party source said Yaowapha held a meeting with Pheu Thai MP Prawat Uttamote and Prawat's friends at the Pheu Thai head office at 11 am, telling Prawat to stop campaigning against Santi.

Prawat and his friends, who are other Pheu Thai MPs, have been gathering signatures of MPs to seek to check the performance of Santi after Santi removed Panida Kampu na Ayutthaya as the permanent secretary for Social Development and Human Security. She was transferred to an inactive position at the PM's Office.

Yaowapha told Prawat to "let bygone be bygone" and "stop destroying the party", the source said.

The source said Prawat agreed to stop his campaign.

"I and my friends are not seeking to destroy the party. We are always local to the party," the source quoted Prawat as replying to Yaowapha.

Then, Yaowapha made a phone call to Thaksin, telling him what happened.

The source quoted Thaksin as telling the meeting that he would give justice to both sides but he would like Prawat to stop his campaign for now.

Interior Minister: Public land will be used as primary water retention areas

BANGKOK, 27 March 2012 (NNT) – The Minister of Interior has urged the governors of 19 provinces designated as water retention areas to personally communicate with local residents that public lands will be the government's primary choice for monkey cheeks.

Interior Minister Yongyuth Wichaidit yesterday presided over a video conference with 19 provincial governors of water retention areas on the progress of monkey cheeks and other urgent flood prevention projects. The 19 provinces which have been assigned as water retention areas include Sukhothai, Uttaradit, Chainat, Phitsanulok, Kamphaeng Phet, Uthai Thani, Phichit, Nakhon Sawan, Suphan Buri, Ayutthaya, Singhburi, Ang Thong, Lopburi, Saraburi, Nakhon Nayok, Samut Prakan, Chachoengsao, Nakorn Pathom and Pathum Thani.

Mr. Yongyuth has also ordered all relevant parties to speedily come up with flood prevention measures as well as a clear framework aimed at assisting and reviving flood victims. Additionally, provincial governors have been urged to inform local residents that the government will use public lands as the primary source of water retention areas.

Meanwhile, Agriculture Minister Theera Wongsamut stated that the ministries of Agriculture and Cooperatives, Natural Resources and Environment, and Interior have been tasked with finding a 2 million-rai area capable of retaining up to 5 billion cubic meters of water in time of flood. However, the holding capacity of the Chao Phraya River must also be taken into consideration in order to prevent future flooding.

Privy Councillor: Inequality hinders rural development

BANGKOK, 27 March 2012 (NNT) – The President of the Royal Initiative Discovery Institute, also known as the Pid Thong Lung Phra Foundation, has indicated inequality as a setback for rural development, while suggesting that more education be provided to the locals in rural communities.

In his capacity as Chairman of the Royal Initiative Discovery Institute, Privy Councillor Prof. Dr. Kasem Watanachai pointed out that the total population of Thailand currently stands at 67 million. Out of this number, 40 million people still live in rural areas while many are immigrating to the city for a better life. However, if the rural areas of the country undergo efficient development to enhance the local quality of life to be on par with that of the city, the rural people will not relocate and remain in their hometowns.

Inequality between the urban and rural societies of Thailand is evident in the people's wealth, convenience, education and opportunities. The Privy Councillor has suggested that the solution to this problem lies in education.

An efficient means of developing Thailand's rural area is to give more importance to education and career for the new generation by starting at the rural level. Meanwhile, the locals must be educated about modern knowledge, management strategies and technology in order for them to be able to contribute to an efficient production process. They must also learn how to keep a financial record of their income and expenses while managing their career in a systematic manner.

In order to eradicate social inequality in the country, all Thai people must be willing to give their full cooperation to the effort of rural development.

Chavalit not ready to clarify his amnesty push

BANGKOK:-- Veteran politician Chavalit Yongchaiyudh has postponed his press conference, scheduled for Tuesday, aimed at clarifying his amnesty push for fugitive former prime minister Thaksin Shinawatra.

"The timing is not right," his aide General Pirat Sawamiwat said on Tuesday.

Pirat said Chavalit will meet the press at a later date. He also said he was uncertain if Chavalit would come out of his retirement.

"A long time has passed since Chavalit's exit from politics but it is possible to becoming active once again if the country needs him," he said.

On Monday, Chavalit circulated an open letter, billed to be a summary of his stand on the Thaksin amnesty. In the letter, he called for a political solution for the political conflict, reminding all sides that Thaksin's legal wrangling will complicate the already-complicated situation if settled in courts.

He cited the prime ministerial directive No 66/2523, which brought about the resolution to the Communist insurgency, as a possible model for political amnesty. He also voiced support for the repeal of the Asset Examination Committee work which targetted Thaksin for graft proceedings.

Man Plunges to His Death from Back of Pick-up Truck on Donmuang Tollway

BANGKOK:-- Earlier this morning, a pick-up truck hit the side rail of the inbound Donmuang Tollway, resulting in a passenger in the truck bed plunging to his death onto Vibhavadi-Rangsit Road just 100 meters before the Thai Airways International head office.

The man has been identified as Saiyud Pasuk, 43, a native of Saraburi Province. Officials also found remains of a shattered Carry Boy roof, a vehicle seat, and equipment to install NGV tanks in vehicles.

On the tollway, officials found a white Toyota Vigo Hilux pick-up truck with a Bangkok plate which had hit the side rail. The driver is Supajit Saimaya, 43, and Sumet Nammuenjit, 40, was sitting in the front passenger seat. Both sustained minor injuries.

Supajit told the police the 3 work as mechanics of the Samruen Company which provides NGV tank installation. They were driving into Bangkok from Saraburi Province to install NGV tanks for 10 Bangkok Metropolitan Administration's water trucks. He said he was driving at a high speed on the Donmuang Tollway when his right back tire exploded, causing him to lose control and the truck to spin 3 times and hit the side rail. The truck bed's roof fell off and resulted in Saiyud, who was sitting in the back, to fall out of the vehicle and off the tollway to land on the road underneath.

73-year-old woman gets 3 years, 4 months for electrocuting thief

BANGKOK:-- A 73-year-old woman was Tuesday sentenced to three years and four months in jail for putting up a live wire fencing around her house to protect her kratom, causing a thief to be killed early last year.

Thaksin's Bail Talks Claim Questioned

BANGKOK: -- A former justice minister rules out the possibility of former prime minister Thaksin Shinawatra mediating with judges to influence the bail consideration for red-shirt protesters who are in jail.

He said all judges are independent and that court rulings are based on the same legal consideration.

Democrat party-list MP and former justice minister Pheeraphan Saleeratwiphak cast doubt on a statement made on the red-shirt stage by former premier Thaksin Shinawatra.

Thaksin had allegedly claimed he had 'talked' to judges about the possibility of securing bail for red-shirt detainees.

Pheeraphan said he does not believe it's possible for the former premier to negotiate with judges regarding bail consideration for the detained red-shirt protesters.

The former justice minister said there are over 4,000 judges, each of whom works independently to deliberate cases under the same legal foundations.

No particular judge has the authority to make the decision to grant bail for all red-shirt protesters.

Pheeraphan questioned Thaksin's motive behind the claim and whether the statement was designed to discredit the judicial system.

Nan Residents Worry Road Construction Will Cause Flooding

NAN: -- Nan residents gather to urge the authorities to examine and resolve problems from a road construction, which could cause agricultural areas to face flooding during the rainy season.

More than 200 residents from Wiengsa District of Nan Province have assembled at the province's city hall to urge the authorities to examine and resolve problems from the construction of a shortcut linking two villages, which caused neighboring agricultural areas to become a basin.

Resident Liem Muangprom said that the construction has caused problems for residents, as it caused a 1.5 meter long, six meter wide, and two meter high crater.

This may result in floodwater accumulating in the basin during the rainy season while flash floods can trigger rock and soil to pile up on the locals' farmland.

Nan Governor Pongsak Wangsamer has ordered officials to pause the construction and called in related units to clarify and assess the area to redraw the construction plan.

Smog Crisis Seriously Affects Locals' Health

BANGKOK: -- The public health minister admitted the ongoing smog crisis in the North of Thailand has begun to take its toll on the health of the local residents.

But it's not all doom and gloom, the Chiang Rai governor said the pollution level in the air has seen a marked improvement during the past three days.

Public Health Minister Wittaya Buranasiri said the smog crisis in in the upper northern parts of Thailand has reached a critical level last week.

Many of the local residents have been affected from the smog, resulting in a surge in the number of patients suffering from respiratory diseases.

Public health offices in the affected provinces are doing their best to treat the affected locals.

Meanwhile, Chiang Rai Governor Thanin Supasaen disclosed that the smog level in Chiang Rai Province has seen a significant drop during the past three days.

Today, the province is seeing a clear blue sky and the fine dust particles or PM-10 has returned to a safe level.

However, in Mae Sai District, the pollution level remains unsafe as the slash and burn activities continue in the neighboring countries.

Although still high than the acceptable level, the PM-10 value measured in the area has seen a slight drop from last week's level.

The number of patients suffering from smog-induced respiratory symptoms has also declined.

New Train Line to Begin Service Next Month

BANGKOK: -- The State Railway of Thailand has announced that the newly-constructed Red Line railway from Bang Sue to Taling Chan, will be opened for service in April.

At the beginning, non-electric trains will be operated on the completed rail line.

The connecting station to the Bang Sue - Rangsit electric train line is expected to be complete in 4 years time.

Governor of the State Railway of Thailand or the SRT Yuthana Tapcharoen announced that the newly constructed railway, running between Taling Chan-Bang Sue, will be opened for service in April.

However, at the beginning, only non-electric trains will be operated on the line as the connecting station to the Bang Sue-Rangsit electric train line is expected to be complete in 4 years time.

Yuthana has pledged that the constructed rail structure will be fully utilized.

The SRT is planning to operate trains on both the new elevated and existing ground-level rails to reduce traffic congestion and accidents.

The train authority also hopes the train services will help commuter save time on the roads.

Regarding the progress on the Purple Line Mass Transit Project, the SRT has already initiated the bidding process for the first contract of the construction of Bang Sue train station and a rail maintenance facility.

The SRT has set aside a budget of around 27 billion baht for the rail project.

So far, the lowest bidding price is still three billion baht over the budget.

An agreement is expected to be reached within this week.

Efforts underway to secure release of four Thai detainees

SA KAEO, March 27 – The governor of Sa Kaeo said Tuesday he would help secure the release of four Thai nationals detained in Cambodian on March 23 for illegal entry through talks with the Cambodian authorities.

Speaking to reporters before attending a Thai-Cambodian Regional Border Committee (RBC) meeting today in Siem Reap, Sanit Naksooksri, governor of Sa Kaeo, said he would raise the issue at the meeting.

According to the preliminary investigation, he said the four had entered Cambodia several times over the past two years through the Bungtakuan-Taphraya border crossing to work legally on a gold mine concession.

Every time, they contacted Cambodian border patrol police to facilitate their entry, so the governor said he did not know the reason why they were detained this time by Cambodian soldiers.

Meanwhile, Yutthana Nutchanart, Taphraya district chief, said the Thai authorities have been working with the Thai-Cambodian Joint Coordination Office (TCJCO) to help set free the detainees.

Sisophon court in Banteay Meanchey has not yet ruled on the case but ordered the four to temporary detention. The judge also instructed their employer in Cambodia’s Udon Meechai to submit related documents to the court for its consideration.

Mr Yutthana said he was optimistic that there should be no problem and that the four will likely be released soon.

The official said the four are all Taphraya natives. Mr Saran and Mrs Suriya Panphet, both 42, are mining contractors and another couple-- Bai Sodachan and his wife, Ms Wanwisa, aged 24--are their employees.

The four were detained while driving two pick-up trucks to survey a mine in Cambodian territory, nine kilometres from the Thai-Cambodian border.

They were employees of a gold mine company, a Thai-Cambodian joint venture, which was granted concession more than four years ago. (MCOT online news)

Geologists Investigate Earth Crack, Landslide in Chanthaburi

CHANTABURI: -- A number of geologists have traveled to Chanthaburi Province to investigate the latest incident of land subsidence and landslide Song Phi Nong Mountain.

A land subsidence and a landslide were reported in Song Phi Nong Mountain in Chanthaburi Province.

The crack is about one kilometer in length and about two to three meters deep.

The locals are concerned that a heavy rainfall could trigger a mudslide in the area, damaging nearby homes and plantations.

A number of geologists have already traveled to the province to investigate the crack.

They also gave rain gauges to the locals to monitor the level of precipitation in the area.

The residents were strongly urged to evacuate to safe area immediately when the level of rainfall exceeds 100 millimeters.

From the initial investigation, the crack and landslide were caused by the mountain's inability to hold moist soil, making the area vulnerable to mudslides.

The Mineral Resources Department has dispatched officials to talk with the local population on how to handle a case of emergency.

Govt Pushes Ahead Reconciliation Bill

BANGKOK: -- The government chief whip says the Opposition's withdrawal from the national reconciliation committee will not derail the process.

Meanwhile, Deputy Prime Minister Chalerm Yoobamrung dismisses the Opposition's accusation that the government is rushing to deliberate the issue in order to bring former Prime Minister Thaksin Shinawatra back to Thailand.

Deputy Prime Minister Chalerm Yoobamrung has dismissed the Opposition's accusation that the government is rushing to open a parliamentary session to deliberate the national reconciliation proposal put forward by the King Prajadhipok's Institute.

He said it is in the nature of the Opposition camp to 'oppose' the government.

Chalerm has also discounted a claim that the reconciliation process is designed to pave the way for an amnesty for former Prime Minister Thaksin Shinawatra.

The deputy prime minister has reiterated that the yet-to-be-drafted national reconciliation bill must benefit everyone, not just any certain group.

Chalerm refused to comment on what distinguish the national reconciliation bill from an amnesty bill.

The deputy prime minister also admitted that it may be difficult to bring Thaksin back to Thailand, a promise he made during his campaign trail.

However, Chalerm said that he sympathized with Thaksin, who wants to return home.

Meanwhile, Coalition Chief Whip Udomdej Rattanasatien says that the Opposition's withdrawal from the national reconciliation committee at this point will have no effect on the whole process.

Udomdej also shrugged off a claim that the government is rushing to deliberate the reconciliation proposal.

In response to the King Prajadhipok Institute's remark that it may retract the reconciliation proposal, Udomej said that the government will do what it believes is right.

The institute earlier threatened to retract the suggestions made in the reconciliation proposal, fearing it could be exploited for political gain.

At the same time, Opposition Chief Whip Jurin Laksanawisit affirms that the Opposition has no intention to obstruct the reconciliation process.

However, it is against the government's attempt to expedite the issue with the government's simple majority in Parliament.

Jurin added that the government's action also coincided with Thaksin's recent comment that he plans to return Thailand in “style.”

Jurin said such a move could spark off a new round of political conflict and is counterproductive to the reconciliation process.
