Red-shirt leaders within 20 northeastern provinces convened a meeting yesterday at the Nong Khai administration organization office, saying that the group will hold a gathering to express encouragement to former prime minister Thaksin Shinawatra.

The event was planned to be held in Nong Khai Province at the local administration organization's sporting field at noon on April 11 to 12 at 6 a.m.

Red Shirts and Pheu Thai Party MP's were disappointed today when Thaksin arrived in Laos, but at a military airport and not at the civilian airport they had all gone to.

Red Shirt Leader Kwanchai blamed the Lao government insisting they had changed Thaksin's itinerary without informing the Red Shirts. However, he later said he understood why the unannounced change was made because of security concerns after news of a plot against Thaksin began to surface.

And yet again you paraphrase the report to imply a different meaning. Kwanchai didn't blame the Laos government according to the other paper (from which I presume you got this information as you don't quote a source) he merely said that they changed to a nearby military airport at the last minute, they also changed the programme of activities without telling anyone. He carried on (not said later) saying that this was understandable due to reports of a plot against Thaksin.

It's more likely that they didn't wan't this virus infecting their population.
