Wrong, all crimes qualify if there is a prisoner transfer agreement between the countries. Right. I don't know the details of the treaty between Thailand and Australia (if there is one), but I'm familiar with the US - Thai prisoner transfer treaty, and it contains only the following exclusions: "3. That the offender to be transferred did not commit an offense: (a) against the internal or external security of the State; (b) against the Head of State of the Transferring State or a member of his family; or (c) against legislation protecting national art treasures."
