Process Of Conversion Of Norsor3 To Chanote Title?

Hello,

my wife and her family own some 20 rai farm land with norsor3 title which was given to them by the government over 10 years ago.

Last August they submitted a request to split this land in 4 equal pieces and issue chanote titles for each piece and a surveyor came out to measure and check boundaries etc.

Now 1 year later they are still waiting for the land office to actually issue these chanotes. The sister who is handling this matter locally keeps saying that the land office wants this paper and that paper and employees ignoring her when she comes to pick up the chanotes.

My wife called the land office directly 2 months ago and they told her the chanotes would be ready in 1 month to be picked up.

Anyone have any idea what game is being played here???
