Immigrating To Usa With Children

Not sure which forum to put this in, but I guess some immigrants to America will have some knowledge of this. I recently immigrated to America from Thailand. Everything has been fine except I can't get my child into a school since she at 3.5 yrs old is too young for elementary school.

the only option appears to be pre-school but after checking a few of these places, they appear just as child minding centers and don't learn anything.

In Thailand my kid had been in Nursery then K1 and was actually learning but now in America there's nothing. Does anyone have any experience about what schools are available for young kids below 5 ? Or do they just stay at home until starting elementary school? Is this normal in America?
