Your translation is correct, though "อัน" is sometimes used instead of "ที่".

My original thought was more in line with "unintended economic consequences of monetary policies" - therefore my own translation with Peppy's addition may be more appropriate in this particular sense - but there are ofcourse other "applications" (particularily in Thailand).

I think that would be more like "unexpected consequences". Same thing, though, really.
