I am not 100% sure (as I have heard in between 10 days and 14 days before and 7 days after) but just to be on the safe side make it 7 days before and 5 days after the deadline. And even if you can't make it just send your gf, wife, friend to do the reporting for you. !

TimeKeeper is correct

From Immigration Website.

http://www.immigration.go.th/

The foreigner makes the notification in person, or

The foreigner authorises another person to make the notification, or

The foreigner makes the notification by registered mail.

The notification must be made within 15 days before or after 7 days the period of 90 days expires.

The first application for extension of stay by the foreigner is equivalent to the notification of staying in the Kingdom over 90 days.

Not for the first time, I forgot to report and turned up nearly three weeks after the required date, expecting the 2,000 baht fine. Saw Barry Kenyon on the way into immigration and his advice was to "just smile, a lot." So, I smiled, a lot, and they smiled back and let me go without a fine.
