Rimmer
Irksome Ice Cream Man Busted by Bugged Cops PATTAYA:--Pattaya police arrested an ice cream vendor for carrying a radio device tuned to the police frequency. Volunteer police initially let the vendor go, after he claimed he was helping the police. But the drunken vendor returned and acted so obnoxious that the irritated cops arrested him. PATTAYA – October 20, 2012 [PDN]; at 2:30 a.m., a report of an ice cream vendor being restrained by volunteer police for carrying a police radio frequency monitor was received by Pol. Capt. Somchai Chaikananukul, Deputy Inspector, Pattaya police station, Chonburi province. He rushed to inspect the scene with the police team. Pattaya volunteer police were detaining the drunken suspect at entrance of Sukhumvit road, south Pattaya, entrance side to Chonburi province. The suspect was a vendor of Magnolia ice cream, identified as Mr. Thonsuk Simsuwan, age 34, address 38 Moo 19 Tambon Nong Preu, Amphur Banglamung, Chonburi province. The volunteer police told arriving police officers that Mr. Thonsuk had been carrying and using his radio communication equipment to listen to the police radio frequency, even though he is not an officer or a volunteer of an enforcement organization. The police seized Mr. Thonsuk’s radio communication equipment, an Icom radio monitor, model IC-V83, that was ready to use without a license and permission card. Mr. Thonsuk had set the device to access the radio frequency wave used by the Pattaya police station and other government organizations in the area. lizardtongue
The volunteer police really built some bridges there! The volunteer police also noticed Mr. Thongsuk was very drunk, so they asked him which law enforcement organization he worked for. But Mr. Thongsuk replied that he didn’t work with any organization, he just listened to his radio and as a good citizen tried to assist the police whenever he could Granted he was drunk, however in the absence of any sinister wrong doings maybe the way forward would have been for the radio to be confiscated and the guy sent on his way? Chances are that now if he does have an opportunity to assist police he will turn a blind eye!
Spalpeen
If he was monitoring police radio there's a good chance he was acting as a look out for drug dealing. The association between ice cream vans and dealing is a long standing one.

Basil B
I love the way they actually give the brand/model of the scanner makes it nice and easy to know what kit is needed! Most scanners on the market will tune to any frequency from a hundred or so KHz (Kilohertz , 100,000Hz) up to over a Ghz (Gigahertz, 1,000,000,000Hz), That includesHF, VHF and UHF bands. All you really need to know what frequency they transmit on.
fakename
Did they confiscate any ice cream? At least now we know where he lives.
Semper
But because Mr. Thongsuk was talking very loudly in a drunken manner, the volunteer police told him to go home to sleep. So much for the crack down on drunk driving.

LeCharivari
The volunteer police told the officers that they had been riding their motorbikes to assist the Pattaya police by inspecting for and helping prevent crimes. So the volunteer police had set up a checkpoint at the entrance of Sukhumvit road in south Pattaya. So they had set up their own "checkpoint", unofficially and unknown to the Pattaya police ... maybe they should have been the ones being detained. If he was monitoring police radio there's a good chance he was acting as a look out for drug dealing. The association between ice cream vans and dealing is a long standing one. As is that between some volunteers and dealers ... maybe they didn't like the competition.
