Yes you cant buy with a tourist visa you need a non immigrant visa to buy a vehicle

Should this not be moved to motoring?

No problem buying a vehicle on Tourist,or Ed visa.

Acquire a certitificate of residence from you local immigration office,

Take with passport to shop.

New vehicle purchase.

In some regions you also need a letter from immigration to sell the vehicle.

Strange but true.

Get Cert. of Residence from your Embassy/Consulate.

Get this with a copy of your rental contract and the fee.

Take this to the DoLT with your passport. Visa doesn't matter.

can be done, even tourist visa exemption. just need to cert of residence like mentioned earlier

you might had problems selling it though

Bought my first car in 1997 on a tourist visa no problem, as stated a letter from immigration required. Sold it 11 years later, again no problem just needed to sign the blue book and sign a copy of my passport, even though it was a different one than stated in the blue book. At neither time was the visa page required, the dealers were not interested.
