Pretty much any photo shop can do it. It is all done digitally, so they all have the equipment. Look for a sign which reads “Kodak.”

I just had visa photos taken yesterday. There is a little shop inside the Big C building on the lower level. If you enter the front door (the one that is facing Central Plaza), you make a left once inside then follow it around to the right. The shop will be on the left side just before you get to the door leading to the covered parking. I paid 50 baht for 6 visa photos. If you bring a USB drive, they will download the photo to it and you can just have more photos printed anytime you need them. Hope this helps!
