You can not work on a visa exempt entry (which you seem to have) or a tourist visa and also require a work permit in addition to a non immigrant visa entry. Yes you can obtain a tourist visa when you are a tourist (not working). There is nothing to prevent getting after having had a non immigrant B visa.

Beware, your employer has you working illegally; as it should have appled for a Work Permit to be issued when you got your first Single Entry 90 Day Non Immigrant Category 'B' Entry.

Without the Work Permit (or at least proof of an on going WP application) you would possibly have had problems getting a second Single Entry Non 'B' issued anyway.

The Visa Exempt entries you are getting from Ranong would not allow you to collect a Work Permit.

Where did you get your first 60 day Tourist Visa? If it was Penang and they stamped your passport to the effect that your should not apply there again, then it would be a wasted journey, but coming off a Visa Exempt you should be ok.

Yes they put in a WP application but since I'm leaving it won't be processed in time.

No stamp to say not to return.

They are doing their best, it takes a long time to get this stuff processed.

Ok, but understand that you cannot work legally without a Work Permit first being issued.

Certainly your employer incorrectly advised you to go to Ranong to get a Visa Exempt Entry Visa, as you must have a current Non 'B' Entry Stamp in your passport to pick up an already applied for Work Permit.

For future reference, If your WP application was stalled/running slow then you should have been helped with the paperwork to apply for a further Single Entry, 90 Day Non Immigrant 'B' Visa outside of Thailand.

Not really. It usually just means they don't understand what it takes, or do know and are inefficient.
