With visa cash mostly I do on the Bangkok bank scb cannot, I go inside the counter must show the passboard and then I don't pay any ATM fees!

My home bank charge me for one time use 5€ no Mather how high the amount will be I take! Does visa also allowed a payout of foreign currency or not?

how many times do you want to call a PASSPORT a PASSBOARD. And since you have been in Thailand long enough the BAHT is not the same as the place you want to clean yourself (BATH).

You can take foreign currencies out of an ATM at Swampy (Suwarnabhumi Airport). If you have a Bank account with one Thai bank but use an ATM from another bank, the second time you use it you normally have to pay a fee of 5 BAHT.

You can only do at the ATM at the Airport in Bangkok (Suwarnabhumi), all other ATM machines pay out in Thai Baht only.

I do not know for sure but having seen the exchange rates in most airports I suspect you will get stung by withdrawing USD, it may be better to withdraw baht and change it at somewhere like superrich
